SENATE BILL NO. 198 was read the third time.                                   
                                                                               
The question being:  "Shall SENATE BILL NO. 198 "An Act                        
exempting certain activities of the Department of Transportation and           
Public Facilities from the regulation provisions of the Administrative         
Procedure Act and allowing other procedures for those activities; and          
providing for an effective date" pass the Senate?"  The roll was
